Why Indonesia is the biggest prize and the most careful one
Indonesia is the largest of the Southeast Asian live commerce markets by some distance, and it is also the market that has already shown it will regulate the channel rather than watch it. Both facts matter, and most vendors selling into Indonesia mention only the first.
The regulatory history is short and worth knowing. TikTok Shop was suspended in Indonesia in late 2023 for operating commerce inside a social platform, contrary to the trade rules in force. ByteDance then took a controlling stake in Tokopedia in December 2023 and folded its Indonesian shop operations into that entity, which is how the storefront came back. A seller planning around this channel should treat "the rules could change again" as a live assumption rather than a pessimistic one.
The scale is real regardless. Live commerce in Indonesia is not a format sellers are being persuaded to try; it is the format, and the constraint is the same one Vietnam and Thailand hit: how many hours a channel can be staffed.

One figure in that post matters more here than the headline GMV: average order value on TikTok Shop across the region runs well below Shopee's. Indonesian live selling moves a large number of small baskets, which decides your margin per order and, above all, how many hours you have to be on air.
What the platforms allow
- TikTok is a Genpio destination and the dominant discovery-led surface in this market. The rule everyone quotes — TikTok Shop's prohibition on AI-generated voices in promotional LIVEs — states its own scope as the United States, and we have found no equivalent published rule for Indonesia. - Shopee is the largest marketplace in this market and permits AI livestreams for approved sellers only. You apply, you wait, and you do not run an AI livestream before approval lands. - Tokopedia is not a Genpio destination. It is the entity TikTok's Indonesian shop operations sit inside, and if your storefront and your live selling both run through Tokopedia rather than through TikTok's own LIVE surface, that gap is the whole comparison and no amount of coverage elsewhere makes up for it. This is the single most important thing an Indonesian seller should check before talking to us.
Where an AI host earns its hours here
- The overnight and early-morning slots, on a catalogue that is already selling during the day. The clearest measurement is revenue in a slot that previously produced none.
- Shopee and TikTok at once, each with its own comment thread answered by the same agent, rather than choosing which of the two gets the good hour.
- Bahasa Indonesia as the default, not as a translation layer. The voice models cover 85+ output languages and were trained together in a single run, so an Indonesian stream and a Malay one are served by the same model rather than by a translation step bolted on after.
- The small-basket problem. When average order value is low, the only lever that moves revenue is hours on air multiplied by conversations held. That is exactly what an unattended host changes, and it is why this market's economics suit the model better than a Western one.
What we would tell an Indonesian seller to do first
- Check whether Tokopedia is load-bearing for you. If your live selling happens on TikTok's own LIVE surface, Genpio reaches it. If it happens inside Tokopedia, we do not, and you should know that before anything else.
- Apply to Shopee for AI livestream approval. It is the destination with a clear, documented yes, and the approval takes as long as it takes.
- Get your own written answer on TikTok Shop's position in Indonesia before running an unattended AI voice there. Genpio sessions can be operator-driven — designed, scripted, started, adjusted mid-stream and stopped by a person — which is the conservative way to run this channel while you find out.
- Start with the hours you do not stream at all, so the test does not require changing anything that already works.
